    One day a few weeks ago, out of boredom I suppose, I was rummaging through some of the dozens of old books and other materials in the back of The Times' office, when I came across a thin (64-page) soft-cover book simply titled "The Touchet Valley."     DAYTON - Columbia Pulp I, LLC announced on Thursday that it has entered into agreements for the debt and equity funding required to commence construction of its new straw pulp manufacturing facility near Starbuck. According to Columbia Pulp CEO John Begley, $133.6 million in tax-exempt bonds and $36 million in equity financing are expected to close simultaneously on Aug. 9.     DAYTON – The City of Dayton has filed suit in Columbia County Superior Court, asking the court to declare the property at 119 E. Commercial Street in Dayton a public nuisance. The property, which is owned by George "Bill" Waltermire, is the site of a house that partially burned on July 15, 2015.
