    DAYTON - Portland General Electric Company announced Monday that it has agreed to purchase development rights for a por- tion of Phase II of the Lower Snake River Wind Energy Project in Columbia County from Puget Sound Energy.     The city of Dayton alley cleanup will happen June 10 and starts on the north end of town, working south. All materials picked up must be compostable: Gar- den waste, vines, shrubs and tree trimmings, tree and shrub trimmings must not be larger than 2.5 inches across at the largest end that’s about the size of the end of a pop can.
