    DAYTON-The City of Dayton has received a certificate of appreciation from the National Park Service, marking the 50-year anniversary of the National Historic Preservation Act. The city is one of 1,966 Certified Local Governments nationally, said Dayton Historic Preservation Commission Chairman Mike Smith at last week's council meeting.     DAYTON - A Large Helicopter Project is planned for the Tucannon River from July 24, and will be on-going for the following 5-7 days. There will be periodic road closures during that time when the helicopter is hauling trees and boulders over the Tucannon Road.
