Despite declining enrollment in some districts and cuts across the board in the state budget for education, school district administrators in the Touchet Valley remain optimistic. When I was a child, I was fascinated with the beautiful bluebirds in the area where I lived in the "Old" Kettle Falls, Wash., north of Spokane. The western and mountain bluebirds were plentiful there in the spring and summer.
