    DAYTON - While citizens of Dayton were in the dark during a power outage on Monday, Nov. 19, one of the three pumps that provides clean water for the city was failing, despite several safeguards to protect it, city officials say.     DAYTON - Employees of the Columbia County Health System will reap benefits in the form of a 2.5 percent salary increase, approved by the hospital board along with the rest of the 2013 budget for the health system.
