    The Times is moving back into its renovated historic building on Main Street this week after al­most a year of using the former Mock's Electric building as its headquar­ters.     Ten Years Ago December 28, 2000 County Road Foreman Jack Otterson retired this week after 30 ½ years of service. Otterson says the 1996 and 1997 area flooding was the "highlight" of his 16 years as road foreman. Although he and his seven-man crew were severely tested when waters raged through Waitsburg, there was a silver lining: County officials teamed with FEMA funding to build a new shop, which affords many efficiencies on higher ground.     MORE CHRISTMAS BASKETS WAITSBURG - The Waitsburg Presbyterian Church reported that its seasonal care effort for needy local families produced 28 baskets this year, 10 more than last year. The collaborative program with the Catholic Church of Waitsburg drew more requests for the baskets but also more support, indicating more families appeared to be in need of the baskets, Rev.
