    COUNTY HIRES HEALTH DIRECTOR DAYTON - Martha Lanman of Lewiston is Columbia County's new public health administrator. Lanham, originally from Garfield County, began her job last month, following the firing of her predecessor, David Riggs, last fall. Lanman worked for the Whitman County Health Department, where she handled grant writing and billing.     We want to thank the fire districts, firefighters and other emergency personnel who responded to the barn fire at the "Mantz Place" on January 29th. You did a great job of keeping it contained. Thank you, also, to all the kind people who have offered housing and hay for the horses and goats. Tours and located at 410 North First Street in Dayton, will be having a special exhibit for the month of February. The museum will have a large collection of Valentine's Day cards from the Boldman family on display. The cards will range from the year 1900 to 1970.
