Asotin, Columbia, and Garfield Counties, the city of Clarkston, and the town of Starbuck have formed a coalition to update and adopt their respective Shoreline Master Programs.
The 1971 Shoreline Management Act is the foundation for shoreline management in Washington. In 2003, the state issued new SMP Guidelines (WAC 173-26) that requires that all shoreline master programs that are new, comprehensively updated, or changed by limited amendments be consistent with the new guidelines.
