Dayton City Council update

DAYTON — Mayor Roger Trump called the Dayton City Council to order at 6 p.m. on May 14, 2024. Trump and council members Teeny McMunn, James Su’euga, Michael Smith, Kyle Anderson, Joann Patras, and Shannon McMillen met at Dayton City Hall. Laura Aukerman was absent.

Sheriff Helm reported to the council that his department handled 585 incidents in April, including 86 traffic stops, 31 other traffic calls, one DUI, and two traffic accidents. His department is looking for volunteers to help with neighborhood crime watch.

In conclusion, Helm said, “I’d like to publicly commend the deputies of the sheriff’s office; they’ve been dealing with some pretty significant calls over the last month. They’ve had some situations that were pretty – some pretty scary and some pretty volatile- and they’ve handled themselves very well and done an excellent job. They’ve put in an extra amount of work, some overtime hours, and conducted themselves very well while dealing with some of the circumstances.”

While giving the county report, Columbia County Commissioner Ryan Rundell said the Board of Public Health is looking for a volunteer member who falls into the category of a consumer of public health. The volunteer must be a resident of Columbia County and attend one board meeting a month. Applications can be found on the county’s website. He also encouraged people in the job market to look at the county’s website because there are several open jobs.

Rundell said the county was working on upgrading the ADA access to the county building and added that the elevator on the north side is available for anyone who finds the courthouse steps challenging.

The council approved the consent agenda and the following resolutions:

Resolution 1536 authorizes an amendment and extension of the lease agreement with School District No. 2 on athletic properties, including the football field.

Resolution 1537 awards a public works construction contract with American Rock Products for the 2024 TIB OTTA Seal Project.

Resolution 1538 renews the Class IV work crew agreement between the Department of Corrections and the city.

Resolution 1539 dissolves all council standing committees.

Resolution 1540 adopts the Council Rules of Procedure and Ethics Handbook.

Resolution 1541 authorized Anderson Perry & Associates for design engineering services for the South Fourth Street sidewalk project.

Resolution 1542 authorized Andersen & Perry Associates for construction engineering services for the 2024 OTTA Seal project.

In the mayor’s report, Trump said the next council workshop will be at 3 p.m. on June 4, 2024, with the agenda TBD.

Public Works Director Ryan Paulson reported some ground hydraulic test failures, which necessitate changes to the current wastewater treatment plant plans.

Paulson said his department has two summer openings for anyone looking for a job. The applicant must be eighteen or older and have a driver’s license.

Sometime after Father’s Day, Paulson expects residents will need to move their vehicles and campers off the paved streets included in the OTTA Seal project.

Deputy Clerk Mindy Yost said the utility bills were late this month due to equipment malfunctions at the vendor. She said the city uses a contractor to lower mailing expenses for Dayton’s residents. She encouraged customers to look into online options available on the city’s website, including paperless billing.

The meeting adjourned at 6:51 p.m. The next meeting is scheduled for Tuesday, June 11, 2024, at 6 p.m.
